Does New Williamsburg Zoning Model Work for City’s Industrial Jobs?

The proposal for development at 25 Kent Avenue began the ULURP process in January with considerable attention. Crain’s New York rightfully referred to the project as a “barometer for how the de Blasio administration will treat commercial developments in manufacturing areas.”While the proposal for the property will be voted on at the local community board this evening, the end product of the proposal is a new zoning tool that can influence industrial neighborhoods across the city.

ANHD’s newest white paper,  Enhanced Business Areas and 25 Kent, unpacks the details of the Enhanced Business Area tool, addresses the question of whether such a tool works to further the goals of the Mayor’s Industrial Plan, and presents ways in which the proposal can be improved to fully be accountable to industrial and manufacturing neighborhoods and the communities they employ. The Administration has indicated his support for strengthening the industrial and manufacturing sector in New York, but tools like the currently proposed Enhanced Business Area will not help to achieve these goals unless they address the concerns of community stakeholders and the acknowledged problems of the City’s current zoning law.
