Under de Blasio’s proposal, known as mandatory inclusionary housing, developers would be required to set aside 25-30% of apartments for people making an average of 60% to 120% of the median income, or $46,600 to $93,000 for a family of three. Those apartments would rent for $1,150 to $2,350 a month. But ANHD notes that 57% of black households and 62% of Latinos make less than the 60% threshold, the group found — compared to 37% of whites.
