Inclusionary Zoning = 4,000 affordable units/yr instead of 400

Why NYC Needs Guaranteed Inclusionary Zoning:  Between 2005 and 2013, less than 2% of all multifamily building permit applications were affordable inclusionary zoning units.

Sparked by news that an Upper West Side luxury development was planning two entrances – one for residents in market-rate units and one for those in affordable units –  WPIX  Channel 11 invited ANHD’s Policy Director, Barika X. Williams to discuss the City’s current voluntary inclusionary zoning program.  The next mayor needs to put in place a Guaranteed Inclusionary Zoning policy in order to require affordable housing in all higher-density residential  developments for the public good. The voluntary program is not working.Councilmember Brad Lander’s report found that between 2005 and 2013, less than 2% of all multifamily building permit applications were affordable inclusionary zoning units.
ANHD’s latest white paper, “Guaranteed Inclusionary Zoning” shows that by instituting this policy, the City could reasonably generate 4,000 affordable units per year in re-zoned areas, instead of the current 400, creating approximately 32,000 affordable units over the next 8 years.
